second crop brocolli – disappointing

I planed these plants in January after growing from seed. They didn’t increase much in size at all, they produced a little head – the whole thing basically a minature brocolli plant. – Was the temperature all wrong? My early crop planyed in Sept/Oct were great, Did I put these at the wrong time? 
I know brocolli can be planted late summer for a winter crop I think?
